A Chinese national has admitted to attempting an elaborate scheme to divert sensitive US military technology to Beijing, a case that underscores the intensifying struggle between Washington and China over advanced defence systems. Chen Dingwei, 29, pleaded guilty on Monday in federal court in Salt Lake City to charges of attempting to purchase military-grade satellite communications equipment manufactured by American defence contractors, knowing it was prohibited from export to China under stringent federal arms control regulations. US District Judge David Sam accepted the plea, with sentencing scheduled for October 19, where Chen faces a potential sentence of up to 20 years in prison.
The equipment at the centre of Chen's conspiracy consisted of military-specification satellite modems and radios produced by US companies exclusively for American armed forces use. These devices fall under the International Traffic in Arms Regulations, the federal framework governing defence technology exports, and carry a "presumption of denial" classification when China is the intended destination—effectively an absolute prohibition without government authorisation. Court documents reveal that between March and October of last year, Chen and unnamed associates based in China orchestrated a coordinated effort to acquire these restricted technologies through a network of intermediaries. The conspirators contacted a Switzerland-registered arms dealer that maintained a US subsidiary, initiating discussions about procurement channels and logistics for transporting the equipment back to Chinese territory. A particularly notable aspect of their scheme involved routing the goods through Saipan, the capital of the Northern Mariana Islands, a US Pacific territory that the smugglers apparently believed could serve as a transshipment point to obscure the destination. This geographic selection reveals the sophistication of the operation, suggesting the plotters understood basic US customs procedures and were actively attempting to circumvent detection.
The financial dimension of the smuggling plot exposed the scale of Chen's ambitions. The conspirators initially remitted over US$40,000 as a down payment to secure ten modems, but when they recognised the potential exposure of using conventional banking channels, they shifted to cryptocurrency transactions, ultimately transferring approximately US$30,000 in digital currency. This transition to anonymous payment methods demonstrated clear awareness that their activities violated US law. More alarmingly, Chen's communications with his co-conspirators, interceded by authorities, revealed that the initial acquisition was merely a proof-of-concept transaction. Chen explicitly informed his handlers that he possessed funding—or believed he could access it—to purchase tens of millions of dollars' worth of additional restricted US military equipment in subsequent transactions.
The operation unravelled when a Department of Homeland Security agent, operating undercover as a private middleman facilitating defence procurement deals, infiltrated the smuggling network. The agent's presence provided authorities with detailed insights into the conspiracy's mechanics and enabled them to arrest Chen at the critical moment of transaction completion. When Chen travelled to Saipan on October 6, 2025, to collect the modems, federal agents executed the arrest, preventing the final handoff that would have transferred the equipment into the hands of individuals connected to Beijing's defence apparatus. The arrest's timing and location—a US territory in the Pacific—demonstrate the operational sophistication of US law enforcement in tracking transnational defence smuggling across maritime jurisdictions.
Chen's case arrives amid a broader strategic realignment in how both superpowers manage technology flows and critical resource exports. The United States has progressively tightened regulations governing defence technology transfers to China, reflecting concerns about military modernisation and technological advantage.
